Constitution
The Globelics Constitution expresses the principles, values, and organizational foundations that guide the life of the network. It provides a common framework for how Globelics is governed, how its members participate, and how decisions are made in an open, transparent, and democratic way.
More than a formal document, the Constitution reflects the spirit of Globelics as a global community built on collaboration, trust, diversity, and shared commitment. It recognizes the importance of bringing together scholars, policymakers, students, practitioners, and institutions from different regions of the world to advance knowledge on innovation, learning, competence building, and development.
The Constitution also seeks to protect the inclusive and international character of Globelics. It establishes mechanisms to ensure regional diversity, gender balance, academic integrity, participation of members, and continuity across different leadership periods. In doing so, it helps sustain Globelics as a community that is both globally connected and attentive to the realities of the Global South.
By defining the roles of members, the Scientific Board, the Presidency Team, the Secretariat, and other bodies of the network, the Constitution supports a shared understanding of responsibilities and rights. It enables Globelics to act collectively, organize its activities, strengthen its regional networks, and promote dialogue between research, policy, and practice.
In this sense, the Globelics Constitution is not only a governance instrument. It is a statement of the network’s collective commitment to building an inclusive, democratic, and engaged international community dedicated to understanding how science, technology, innovation, and learning can contribute to more equitable and sustainable development.
Globelics Constitution Committee
The GLOBELICS Constitution Committee supports the network in interpreting and implementing the Constitution and provides guidance on procedures related to governance and elections. It also considers complaints or disagreements concerning constitutional matters, advises the GLOBELICS Scientific Board on electoral procedures, and contributes recommendations regarding possible amendments to the Constitution.
The Committee is composed of three to five experienced members of the GLOBELICS community, together with the Presidency Team, and is chaired by the GLOBELICS President. Its ordinary members are expected to be widely trusted within the community and independent from the Scientific Board, while the Secretary General serves as secretary to the Committee and provides procedural and operational support.
